Data from healthcare is often not available for secondary use in clinical research for reasons of data protection or business protection. Analyzing data along a continuous patient pathway and involving different healthcare providers (e.g. hospital and GP) often proves to be a difficult hurdle to overcome.
The aim of Smart FOX is to increase the efficiency of clinical research by improving the secondary use of health data. Austria has a significant competitive advantage due to a decade of data harmonization activities by the national Electronic Health Records in Austria – ELGA (Electronic Health Record). Smart FOX wants to utilize this potential and create the framework for citizen/patient-based donation of highly structured ELGA data sets for clinical research.
In this way, Smart FOX wants to promote the democratization of health data and prepare Austria for the European Health Data Space.
Daten aus der Gesundheitsversorgung stehen aus Gründen des Datenschutzes oder des Geschäftsschutzes oft nicht für die Sekundärnutzung im Rahmen der klinischen Forschung zur Verfügung. Die Analyse von Daten entlang eines kontinuierlichen Patientenpfades und unter Einbeziehung verschiedener Gesundheitsdienstleister (z.B. Krankenhaus und Hausarzt) stellt sich häufig als charakteristische Hürde heraus.
Das Ziel von Smart FOX ist es, die Effizienz der klinischen Forschung durch verbesserte Zweitnutzung von Gesundheitsdaten zu steigern. Dabei hat Österreich einen signifikanten Wettbewerbsvorteil, durch ein Jahrzehnt an Daten-Harmonisierungsaktivitäten seitens des nationalen Electronic Health Records in Österreich – ELGA (Elektronische Gesundheitsakte). Smart FOX möchte dieses Potential nutzen und die Rahmenbedingungen zur Bürger-/Patienten-basierten Spende von hochstrukturierten ELGA-Datensätzen für die klinischen Forschung schaffen.
Auf diesem Weg will Smart FOX die Demokratisierung der Gesundheitsdaten vorantreiben und Österreich auf den Europäischen Gesundheitsdatenraum vorbereiten.
